Make your characters aspirational, with enough flaws to make the heroes vulnerable and the villains humane, then set about each trying to exploit the weaknesses of the other. Sprinkle a bit of romance or raw sex as required (think garlic and chilli, or sugar and cinnamon: enough to intrigue and entertain, but not to dominate the dish).
Remember the "hero's arc", from obscurity to conflict, with input from the maven that gets him out of the final impossibility and leads to triumph. (24 Bond films to date, and Blazing Saddles for the ultimate piss-take of the genre)
Or stick to "boy meets dog, boy loses dog, boy finds dog" (thousands of Disney clones)
