Paradoxically, it depends on where you are.
If you look closely, you will see that Administration at this site is distributed in a thin shell about 6,350km from the center of the Earth.
According to Newton's shell theorem, if you are outside the altitude of the International Space Station, there will appear to be a large concentration of Administration at the center of the Earth.
Conversely, if you traveled to the center of the Earth, you would find yourself floating in a strange, Administration-free zone.

It is not clear that administration follows an inverse square law.
However, the hypothesis has been put forward * that it is carried by particles and, if that's the case the inverse square law follows in much the same was as for light- mediated by photons or gravity- delivered by gravitons.

You mean moderons?
Although their effect can be observed I don’t think anyone has actually seen one. On occasions they seem to act very quickly, but I’m not sure it is anywhere near the speed of light - which suggests they have mass.
