A governor controls the speed of a machine to stay in a desired range.
In the case of a hydroelectric generator, the governor controls the flow of water into the turbine, and the excitation of the rotor to ensure that the generator stays synchronized to the 50Hz grid frequency, and generates power at the level decided by the grid despatchers (these people buy electricity from the most economical source).

A PLC, or Programmable Logic Controller is an electronic device that can monitor the performance of machines via sensors, and control machinery via actuators. It often uses a PID algorithm (https://en.wikipedia.org/wiki/PID_controller) (Proportional Integral Derivative) to produce the desired outputs by controlling the inputs.
In the case of a hydroelectric generator, the sensors would include things like:
- the actual network voltage, frequency and phase,
- the generator voltage, frequency and phase,
- the desired power output at present,
- the actual power output at present
- Temperature of bearings, pressure of oil pumps, etc
In the case of a hydroelectric generator, the actuators would include things like:
- Valves controlling the flow of water from the dam into the turbine
- Excitation on the rotor
- Alarms in case something goes wrong
- Circuit breakers
