So movement itself is charged, so a very strong electromagnet would have an effect on its trajectory? Be it small or large depends on the mass, material, and velocity. Correct? Is this charge kinetic force?

But I'm not sure and this is depending on from where we would define a 'normal eye sight' as ours, as different animals will have different definitions there, as a guess. And choosing some low frequency as your normal? What would that make others above that for you? It's the brain that defines what it see, the eyes are only receptors of energy quanta, or frequencies in a wave definition.
I wonder if our sercurity forces have considered direct access of brain waves as a means of "enhanced interrogation" I rememeber reading in a 1940's sc fi comic of the use of such a machine.
