... lodges false complaints etc ...
Don't get upset with the landlord, or any authority involved, e.g. police. They're obliged to investigate complaints regardless of their merit.
... I want to hear about someone who has actually experienced something like this...
... I'm seeing my lawyer about it tomorrow.
Unless the neigbour's false complaints are causing you financial-loss, or preventing you going about your lawful business,
The only thing necessary for evil to flourish is for good people to do nothing.
... the landlord, who previously let me let my kitties in the hallway for a few minutes per day now won't let me.
... the landlords people were at my door claiming that the board of health was here and claimed they found cat feces in the rear hallway. Problem: I spoke to the board of health and they told me that they never had a complaint against me, they never came here and that they never called the landlord.
... my landlord ... Making false claims to them in an attempt to curtail my legal rights ...
A cat-wheel is about the same price as a lawyer's letter ...
Just to give you an idea of what this is about for me see what my cat actually does. I took a video of him when he wanted to go out into the hallway. Here it is: http://www.newenglandphysics.org/other/Bella.mp4

Making false claims to them in an attempt to curtail my legal rights ...But, depending on your lease, you may not have the right to have your cats run free in common areas. The landlord may have turned a blind eye in the past, but is now having to enforce the rules because of cat feces, (not necessarily deposited by your cats). If dogs on a leash are permitted in the common areas, then that may be a solution ... //www.youtube.com/watch?v=GYZvcuq0y5c

You can't seriously tell me that's not one of the cutest videos of a cat that you've ever seen?
very sweet kitty Pete!
What state do you live In?
Asking because I have a book for landlord's rights her for California... Might give you an idea about how to go through your lease to see if you have anything in your lease the landlords use against you or even to prevent them from VA in the cat. But laws are different in other states and it won't help if you are elsewhere. I had to deal with housing authority years ago and they were pretty strict and without explicit permission in writing to your landlord's leinience to your cat in past then you won't have a leg to stand on!.
By the way I would love to have a nice snuggle with your lovely cat.. So pretty and sweet...
