How does blood glucose level affect blood clotting?

Marelize asked the Naked Scientists:
   
Can higher-than-normal blood glucose levels and/or dehydration because of this influence the INR of that person's blood so that the capillary action of a blood glucose strip refuse to channel the blood/draw up?
