Is my project frivolous?

The government has already cut grants to five educational development projects that were given by the department for international development. The projects were considered frivolous. My current project, funded by DFID, involves educating teachers to make their pupils good global citizens, with a conscious, empathy for others, knowledge of how the word works and their role in it and how to think critically. It is now under review and if it doesn't represent good value for money it will be scrapped. I am in the final year of the 3 year project. I will lose my job if the grant is scrapped.
How do you measure value for money on a project like this? Is it frivolous in this current climate.

Sorry to hear it.
However, I suspect that the situation is actually a bit more complex than it might at first seem.
The key factor at the bottom of this is that your funding is under the control of someone else, meaning that they have the authority to either continue or stop it. Now the problem here is that in the vast majority of cases, authority is gained by those who seek it, and as it is something that they actively pursue they are not going to want to risk do anything that might threaten the authority they've gained. The person then, who actively seeks authority, measures things by how it enhances or challenges their authority.
So the question that they will ask themselves is: "Will independent and critical thinking threaten my authority?
What answer do you think they will arrive at?

Sorry to hear this; but if it's any consolation, education is taking a hit across the board; this country is in serious trouble and, regardless of whoever's in power, there are going to be some really nasty times ahead for the next couple of years. Healthcare is also taking a hammering; the pathology services in one hospital with which I am closely acquainted have been told to "lose" 65 staff members this year...
