Title: Is CSR a safety or a security item?

Hi all, my understanding is that the CSR is a security related document, i was wondering why it is mentioned in SOLAS XI-1/Reg5 (safety measures) and not in SOLAS XI-2 assuming that my understanding was correct that CSR is a security document. Plz explain.

CSR=Continuous Synopsis Record
It appears to be information about a ship at sea - who owns & operates it.
- By itself, that doesn't really help safety or security
- But it's important information if something goes wrong and you want to know who to blame...
