I'm fairly sure the genetic basis of the Down Syndrome can also occur in non-human species, but I'm not sure if the symptoms would manifest in the same way...

"Trisomic Ts65Dn mice show direct parallels with many phenotypes of Down syndrome (DS), including effects on the structure of cerebellum and hippocampus."
