I've always wanted to learn how to make them, but I cna't seem to find any programs out there.

There are lots of programs that allow you to create them. Adobe Photoshop & GIMP ( http://gimp-win.sourceforge.net/stable.html (http://gimp-win.sourceforge.net/stable.html) ) both can, and there are dedicated GIF creators available (check out this page http://www.snapfiles.com/Freeware/gmm/fwani.html (http://www.snapfiles.com/Freeware/gmm/fwani.html) ).
They are created from "layers", which are akin to frames in a film. These layers are played and the GIF appears to be animated.
The principle is the same as drawing images, each slightly different, on pieces of paper and then flicking through them very fast.

One of the easier to use GIF animator programs is the Ulead Gif animator lite edition, which is also free ware, though I don't know where on the net it is available.

I use VidGif....
It converts video of any format that could be watched on PC, supports AVI, WMV, MOV, MPEG and other video files. VidGIF allows one having control over width, height and FPS of GIF animation. But note that the smaller size your video has the better quality of animation GIF you will get.

I use Paint Shop Pro which comes with Animation Shop.

I use Paint Shop Pro 7. Version 4 is way out of date and probably doesn't incorporate Animation Shop.

You can create animated avatar using Video Avatar.Also convert video to gif. It's really cool programm!

I realize your post date is back to the begining of 2008! Quite a bit a while ago, which usually would prompt me to
ignore.
Since I see some progression of threads leading up to the future and pausing at the last post, prior to this one, resting on the date of July 15, 2010, 03:55:03 pm.
My thread may present an interest to someone. The program is self contained, no cost of a download, no time limitation for its use and it is real simple to use.
I do not know if it will run on multiple platforms. I know it runs on Windows 95, 98, xp and Windows 7.
I have used it from time to time since the later part of 1998
Animated Gif is just a simple sequence of multiple picture frames or still pictures.
All this program does is basically paste together these stills of your own choosing into one Animated Gif file, where you can adjust Rewind, Loop Frame, Delay, Loop Delay.
It has a limited range of 3 types of still formats compatable which can be loaded, Gif, JPG and
BMP. Within this parameter, they are cross loadable. If it does not show up in the potential titles tthat can load. Either you need to locate the correct Folder or the file is not compatable.

Paint Shop Pro 7 is a pretty good app to make .gif I have been using it since them. Not to mention their are a lot of tutorials in the net.

I am sure it is a fine program and it has a price. Flash by macromedia is good too.
Then there is Animator 9 try them all one will fit your needs and pocketbook.

in 5 min including making the individual 8 still sequence. Here it is restricted to 128 bytes

I used VideoCharge Studio. I don't know better software to create animation gif from video!

But why don't u use Video Avatar? You can create animated avatar.Also convert video to gif. It's really cool programm!

Microsoft GIF Animator is a simple program to use too...
Except, that I am now running a "Microsoft-Free Computer" [8)]
Just assemble successive frames.
