Title: Can nuclear fusion translate mass into electron momentum?

A nuclear reaction transforms mass into an explosive energy release in the form of intense heat and light.  Can the reaction instead be controlled to shift mass into momentum?  Can momentum be imparted to electrons flowing in a magnetic ring? Further could their movement in the ring create an induction current outside the reactive system to produce commercially usable electricity?
