if high presure and heat can create diamonds from carbon ,why can't we manufacture them.

We can, there are a couple of processes that are available at the moment, one developed by some russians which involves very high pressure transferred using molten metals to some carbon, which produces yellow diamonds, and another using chemical vapour deposition (the sort of thing they use to produce thin layers of funky materials for chips) which will produce any colour.
Both are a bit slow, and quite expensive, and they haven't scaled them up yet. I think they are concentrating on the more expensive coloured diamonds at the moment.
The reason it is difficult is that growing good quality large diamonds is diificult, it is possible to make diamond dust by heating a high carbon steel to red heat and quenching it (cooling it very fast), but the diamonds are minute and probably bad quality. scaling up the crystal size in a sensible time (nature had a few billion years to get there) is the challenging bit.
