Why are those old school chef hats so big? I always wondered their practicality.

In some hierarchies, the higher your station, the bigger your hat/crown/wig...

The chef is the chief of the kitchen ("chief" being derived from the Old French word "chef").

There was a general fashion for "squashed" hats a la Henry VIII  that has persisted in some academic dress - I believe the European Court still affects them. You can squash a chef hat into the same shape, but as caterers use a lot of starched white cotton, it's more fun to make the hats stand up - they gradually sink in a steamy atmosphere anyway. And like a British police helmet, it makes the chief stand out in the crowd.
