"Why do we not administer a larger or smaller amount of vaccine relative to the weight of the recipient?"

Depends on the vaccine and the circumstances. Where urgent mass vaccination is required it is probably more effective and less prone to error to categorise patients by age rather than weight, and vary the interval between doses rather than the size of the dose.
