Aquagenic pruritus (http://en.wikipedia.org/wiki/Aquagenic_pruritus) ?
Aquagenic pruritus ... is sometimes a symptom of primary polycythemia

Steroid treatment can cause Cushing's syndrome.
Relative polycythemia is an apparent rise of the erythrocyte level in the blood; however, the underlying cause is reduced blood plasma. Relative polycythemia is often caused by loss of body fluids, such as through burns, dehydration* and stress.

I remember some people put bromine rather than chlorine in swimming pools because bromine is supposed to be gentler on the skin. But I suspect you may already be using bromine.
BTW - How many Californians does it take to screw in a light bulb?

Karen, I have the exact symptoms. My hands and feet itch when I get out of the tub uncontrollably. I noticed today my feet don't itch until they are out of the water. It happens in both my hot tub and a friends hot tub. I use the silver zink rocks in my filter and once a week I shock. water is always crystal clear and doesn't smell. My friends use clorine and balance their tub continuously. water is also nice and clear. The symtoms last for about 5 min at best. Seems like once I get out and move around I don't notice it anymore. Ive had hot tubs for the last 30 years. this has happened to me for as long as I can remember.
curious if you found a cure or exact reason for the itching...
