Why, the tidal wave stops for a few minutes and then continues (Slack water).

It doesn’t stop, the water level just changes from going up to going down (or down to up). Like a pendulum it doesn’t really stop, just appears to.
Sometimes the change in height is so slow that it appears to have stopped, but it never does.
