How would you generate sinusoidal electric field using less than 1 electron?

Impossible and irrelevant!
Consider an oscilloscope tube, or a linear accelerator flight tube,  with electrostatic deflection plates. apply a sinusoidal voltage to the plates, and reduce the beam current to one electron at a time. What happens to that electron?

That's exactly why electromagnetic radiation is quantized. Because electric charge and it's mass are quantized.

Continuous acceleration requires the expenditure of energy. No energy is expended by standing on the surface of a planet.

Two balls are connected by a string, floating freely in outer space. They are spun until having a constant angular speed. No energy is expended afterwards, even though the balls are continuously accelerated.

If light consisted of miniature cannonballs, we would see no interference pattern.

But that?s not how things work. Photons are indeed the quanta of the electromagnetic field, but they?re not miniature cannonballs. They are units of energy that may or may not be localized (confined to a small, compact volume.)

Assuming that a photon is like a miniature cannonball only produce more confusion and even contradiction, rather than clarity. Unfortunately, that's how it's often depicted in many popular physics literatures.

My conclusion thus far regarding the title is because we can't make a transmitter with less than one electron, and we can't make a receiver with less than one electron either.

The receiver is irrelevant. And if you accelerate a single electron continuously, say with a sinusoidal electric field, you won't generate quantised photons, just a continuous em wave.

How would you generate sinusoidal electric field using less than 1 electron?

To solve the most diverse problems, theoretical and practical. To build theories, develop new technologies, etc.

Any biological neural network including brain is constrained by its physical size. Artificial neural networks have no such constraint. Thus they can be much more effective and efficient in doing what brains are supposed to do.

The gas particles move slower the closer they are from the axis of rotation, and faster the further away from the axis.

Why use a gas? The molecules of any spinning wheel are moving faster at the edge, so you can extract energy  by fixing a thermocouple to any rotating object. Problem is that nobody else can!

Because the thermometer can be stationary in the frame of reference of the tubes, while in relative motion against the gas particles to exchange their thermal energy.
The gas is chosen for the simplicity of equation connecting its temperature and its kinetic energy.

Only LLM. There are other types of AI trained using different sets of data types, such as CCTV cameras, industrial sensors and actuators, financial transactions, self playing games, etc.

For a society to be sustainable, it must produce more resources than what it consumes.
We have identified some of the hazards that can end all known civilizations. Some of the potential solutions are known. But some of them require some technologies and enormous resources that we don't have yet.

Technology will make more things can be done with less people. We also know that a lot of things need to be done to make our society sustainable. These bring inevitable conclusion that we need to make more people to have net positive contributions to their society. They have to produce more resources than what they consume.

The society must improve its effectiveness and efficiency. For example, through Reduce, Reuse, and Recycle (3R) strategies for managing waste that can be done by anyone, anywhere, and at any time. The 3R strategies are part of a hierarchy of waste management strategies, with prevention, reducing waste, reusing, recycling, energy conservation, and disposal in descending order.
