Gravity waves aren't created by moving matter. space and the atomic nucleus can exist in the same spot simultaneously . If the atomic nucleus is dense space it can occupy a position in the universe. Space from in the universe mixes well with the space of the atomic nucleus and passes right through it. Because space can mix well with other space, the universe is unbreakable and we don't see things slowing down because of gravity waves they create cutting through space.

Yes, they are (well, certain kinds of movement). We know because we've detected them coming from moving matter.

What does it even mean for space to mix with space?
