How is double bond between two nitrogens formed?

Do you mean, like what substances would a chemist mix together to form a compound containing a N=N bond? Or do you mean what substances react with each other to form N=N bonds form naturally? Or like, what is the actual physical mechanism by which N=N bonds are formed?

C=C bonds are "very stable"? In many cases C=C bonds are the most reactive part of a molecule (hence why over 25% of the undergraduate level organic course I teach is based on the reactions of alkenes...)

It depends.
In the nitrogen gas you breathe (as part of the air) there's a very stable NN  triple bond.
It's so stable it makes it difficult to define what else is stable.
