Title: ? Bonsia or Not to Bonsia ?

I recently accuired a small  hawthorn tree that was growing from the top a brick wall. the leaves are turning yellow, would i be able to turn this small tree into a bonsia or am i to late to save it. ?

Since you have removed it from where it was growing, I would be surprised if it survives. But that's no reason to forget the idea. Its amazing how resilient some plants can be. Remove all leaves which look unhealthy. Plant in a pot with a very free draining compost mix and water well. Leave the pot to drain, then keep it somewhere warm and bright, but not hot and not in direct sunlight. Water well for the first 3 - 5 days, then only when the compost begins to dry, overwatering can be as bad as drought. If it shows signs of recovery (new growth) it can be put into direct sunlight, but not behind glass, then you can consider turning it into a bonsai.

would you recommend the use of hormone rooting powder, or would my best bet be just watering it.

No. The plant, presumably, already has some root, so hormone rooting powder may do more harm than good. Just use a good quality, light and free draining compost. Don't let it get waterlogged. Yellowing of the leaves can be a sign of being too wet. Don't put the pot in a saucer!

What part of the balkans would that be.? i much prefer bulgaria or macedonia myself.

The bit that's next to Herzegovina. Isn't it called Bonsia?

If there is a pun or alternative interpretation to be found in any post, someone is bound to find it. On this occasion, it was Geezer, but it could just as easily been Demografx or moi. It helps lighten the forum.

Don and Geezer are misleading you - Bonsai is what japanese pilots said in the second world war (whilst mentally preparing to prune their banzai tree)
