Title: What are the rotating shiny prisms on some rooftops?

I've been seeing shiny mirror like rotating prisms on the rooftops of large buildings all over.

I've tried googling what they are but not knowing what they're called makes it hard. I've heard that they might be to ward off pigeons but I've seen pigeons sitting next to these apparitions without any fear of them? They seem motorized to get a flashing reflection from the sun. It might keep elephants away because I've never seen any elephants on the roofs?
