I think the big answer is how much money the government makes from alcohol duty.
A government that starts putting pictures of children on every vehicle won't be very popular at all.
First of all, it's none of our concern how much they make from duty. It's illegal to drink and drive. It's that simple. It's for our own safety1

I also know people who have been pulled over for using headphones, because it prevents good hearing of hazards.

I think in Australia you can eat and drink while driving a car but the police have the authority to fine a driver if they are sean to not have good control over the vehicle.

There are benefits to being deaf if you have your mother in law in the car.
My mother in law was totally deaf, but a very, very good lip reader. My wife tells the story of being driven as a child and Mum not hearing the horn of a nearby car she was cutting up. At the next junction the driver drew up and gave her a mouthful of words the little girls had never heard before. Mum calmly gazed at the driver and in her very precise way of talking said “would you mind repeating that more slowly, I was having difficulty reading you lips”
