A rotating craft should have ballast. Then we can employ a centered engine....and launch deck for expeditions with auxiliary crafts. If we could move the ballast quick enough, relative to the rotation, we might be able to steer with it. Possibly propel with it. But it would take power to move ballast fast enough. The acceleration that mimics gravity with a spinning craft, has the opposite direction than gravity does. The "floor" that you stand on.....is the circumference of the craft. The "up" direction is toward the center of the craft.
On reflection I'm gonna follow Hugo Eckener and desire helium. Hydrogen is to dangerous.

One can adjust the gravity with the rate of spin. Just like the earth, or any other planet or star.If we slow the rotation of earth, gravity goes up. If we increase the spin, gravity goes down.
No. I never suggested or had the idea to spin the entire ship both those quotes show that as does my suggestion the ship would look like a circular saw.
As the earth's spin increases, the g gets smaller at the equator, not at the poles. The poles hardy spin at all, so g would remain close to the same. The slower the spin.....the stronger the g. The faster the spin, the g gets weaker. But this would require high spins. Relative to earth size.(The emission from magnetars might be from mass ejected at the equator, and quickly reclaimed by and to the poles. Releasing an emission.
