According to this, hydrophobic glue that hardens using ultraviolet light instead of evaporation:

I'm not sure I'm clear on his reasons why epoxy won't work, he's talking about setting time and water solubility, but setting time would be no more relevant in water than air if it were possible to make a non-soluble hydrophobic epoxy?

It seems to me that the key to making a wet-surface glue is effectively repelling the water that's already coating the surfaces of the components you're trying to glue. Is that possible with porous surfaces?

Wallpaper paste isn't stuck until it ceases to be wet.

Lignin holds cellulose fibres together to make wood.
The growing parts of trees - which make the lignin- are mainly water.

As usual the OP has asked a question so badly framed that the answers, though correct. probably won't help him.

I wonder if he will comeback and add some context.
