Only under certain conditions. Most particles move without radiating. A field......is NOT radiation.
The M field of current is field alignment, not radiation.

Modern science does not know how to measure the velocity of EM, because they don't know when to start the clock. And they assume that the emission duration is the same as the absorption duration. This is false.
It also depends on your reasoning outlook. If a constant velocity bullet is coming at you at 1000 meters a second, and you are moving towards/away from the direction of bullet at 200 meters a second, does the velocity of the bullet change? Your movement affects the duration of the bullet's velocity, not the bullet's velocity. The period changes, not the velocity.
