E waves do NOT rotate.
The electrical polarization can be rotated with a physical rotation of one antenna or emitter, or, one can use multiple antenna emitters and electronically rotate the feed phase.However.....once the wave is emitted, it keeps that angle. The only change with flight, is density. There are no changes in the direction of the components of the wave. Only between the separate wave pulses does the polarization change.
