Lots of people assert that "it" is increasing, and it probably is, but I haven't found a credible definition of "it" that is consistent with what can be and has been measured. So according to your definition, nobody has ever measured it, we have no useful historic data before 1900, and it cannot be used to determine climate change. Now that's a pity, because I know that climate change is inevitable. The difficulty is finding a credible model to predict it.
