This guy here in the U.S. brags about having the world's second largest penis. As admirable as that it, how can he have intercourse without causing agony to the recipient?

Interesting. If anyone really cared, establishing the largest might be feasible, but there would be a lot of argument about second place.

Anyway, assuming that measurement to 3 significant figures is possible and meaningful, the answer is clearly no, because the maximum permitted by EU Directive 047/1985/B paragraph 14(a) is 340 mm.

Not really.
If there's a mechanism for finding "Br Big" then the same mechanism can be applied to the population of "everyone except Mr Big" to find "Mr second biggest".

Incidentally, the answer the the OP's question is yes.

Once you start reading about maximum electrolytic test voltage and minimum clamping radius, you might consider joining a monastery.

I used to work with a technician who was involved in the early development of the Standard. He had a 78 rpm gramophone turntable with a blank (no grooves) disc on which were laid samples of said product. Lubricant pass/fail was determined by the starting radius from which they slipped off.  Interestingly one of the largest shareholders in the London Rubber Company (the market leader in Europe) was the Catholic church.
