2017   " Chile has been through an unusually severe seven-year drought that hit the central and southern areas where most of its population of 17 million lives. The affected zone includes the Laguna de Aculeo.

There is no way to guarantee that a 'fractal' real democracy will do better. What it should be able to guarantee though, correctly implemented, is that everyone will have a equal say.

My own belief there is that it will, though. But I also expect it to be a quite slow process, one that needs peace. It won't happen under a war, or wars.

It doesn't really matter, seen one way, if it works or not as long as it builds a knowledge base fueling new ways of thinking. The downside of it should be it becoming yet another defense for not changing infra structures, as it's 'already done'.
