I don't think so. Unless it can be proven that animals can experience an emotion akin to them realising that an unacceptable action has been witnessed or discovered.

i know dogs can feel shame my old dog scamp used to refuse to make eye contact and would lower his head after particularly bad farts

My dog definitely expresses embarrassment (or maybe it's just guilt - I suppose the two emotions are linked, like they're flip sides of the same coin). If I walk into the garage and he skulks off in an embarrassed shuffle, I know (without having to check for myself) that he's been chewing my wellies again or nicking dirty washing (from the dirty washing pile beside the washing machine).

my neighbours dog cowers if you watch her while shes relieving herself, its quite funny to see... definatly a look of embarassment.

As a firm believer in empirical study I took a photogrph of two cats ' doing it ' and then showed it to them.....they did not seem embarassed !
Seems dogs are bothered and cats are not !
