This is a world wide movement, meaning if your dog is anxious, disabled, elderly, aggressive, timid, ill or being trained, you should tie a yellow ribbon to your lead, and anyone with an ounce of empathy or politeness, or common sense, will make sure their loose dogs are kept away or they don't keep approaching, with their dogs on lead, saying, "MY dog is fine," when they are repeatedly asked to keep their dogs away.
