Toes are peripheral circulation, and in cold weather, your body reduces peripheral bloodflow to reduce heat loss.
Your armpits are closer to core organs like heart and lungs, and have a better blood supply. Although bloodflow may reduce slightly in cold weather, your armpits will still have a better blood supply than your toes.
