Light permeates through ''empty'' space and space has no known permeability unlike atmospheric gases .
How do we know that light is a wave passing through ''empty'' space ?
Personally I think its a linearity and think the constant Mr E had in his mind was that it is constantly ''gin-clear'' at a constant speed. Wave-lengths been a temporal distortion of c when permeability obstructs c path
