I presume fat is distributed somewhat near where energy requirements are. So, in your example, more energy is used in the muscles of the face, than on the scalp.
But, certainly it is more complicated than that as they say men get the "apple" look, and women the "pear" look.

If your head could get as fat as other body parts some people would have difficulty seeing / hearing / breathing ...
