"Hover bikes" don't really answer any problems of transport. Hovercraft fly very close to the ground and thus occupy the same space as cars and buses, but are less controllable. They are fun in an open field and have some value in swampy country but as they are essentially a British invention they can't be developed because the European Aviation Safety Authority is corrupt and incompetent. very thorough and conscientious.

If you put the rotor above the bike, you can make a very practical gyrocopter. There are a few examples in the USA and Russia but again don't bother to develop it within the EASA unless you are prepared to spend millions on bribes and paperwork.

The way forward is to develop an aeroplane within the new UKCAA rules for experimental and "single seat deregulated"  classes. It's potentially a very practical device if you live within say 20 miles of an airstrip - and almost everyone does.  The trick is to leave the wings and propellor at the strip. You ride your motorbike from your town centre, clip on the wings, fly 100 miles or more, leave the wings at your landing strip, and ride to your destination on the bike. Why 100 miles? Because it would be quicker to stay on the bike for any shorter  journey! Microlight pilots will tell you that ordinary bike leathers are adequate protection up to about 4000 ft at 100 mph.
