If i boil water i know what bubbles to expect, yet on sunday whilst cooking the potatoes i noticed that the bubbles were kind of creamy and scummy. Not at all like the bubbles produced from just boiling water alone. Why were the bubbles like that?

MY guess would be lots of starch that are in potatoes!

should i be removing this scummy starch?

I always scoop it out, only because I think it looks yucky. I'm not sure if there is any benefits or any negative side effects of leaving the scum

I leave it.. sometimes for potato salad I rinse them as I am sure that helps to make them less starchy if you ar not serving them up with the meal! LOL Remember Starch turns to sugar so if you are watching your starches for health reasons like diabetis then by all means I would rinse!
