I don't think the officers in question got their Boy Scout "Electrician" badges. The journalist didn't get a "Writer" badge either.

I'm not sure his plan would have been effective. Unfortunately the description on the device was a bit terse.
And, why would one choose a rubber stick to incapacitate someone rather than a baseball bat or a cricket bat?
Perhaps the 220V power in Europe would have tipped the scales, but the skin provides a good insulator. The biggest risk is cardiac disruption if the current is applied right, but perhaps even so the heart may recover.
Who's to blame if one offers one's spouse a seat in an "electric chair" after a big fight... and the spouse accepts.

A rubber cosh, which is filled with lead shot, could knock someone unconscious without causing a wound.
He was hoping to make it look like an accidental electrocution and a gaping head wound would have been a bit suspicious.
Given the price of electricity (http://www.guardian.co.uk/money/2011/jun/07/scottish-power-raises-gas-bills-electricity-prices) it would have been cheaper to hire a professional (http://en.wikipedia.org/wiki/Hit_man) [:)]

Mind you, as it's Scottish power, it's obvioulsy very superior and well worth the extra dosh [;D]
(It's just as well I'm over here and not still back there, or I'd be in the street telling them what they can do with their @#$%&*@# power.)

One psychotic individual who thank goodness has now left the hotel actually tried to kill me by making a D.I.Y electricity trap for me about a month ago. He did this by putting a tyre outside my door, pouring water all over the floor and above the water used a light fitting to dangle a copper wire down in the hope that I would come out of my door trip over the tyre, slip on the water and be electrocuted. Quite amazingly he left voluntarily after one night I caught him trying to break into another room at 4am. I confronted him and he attacked me! Unfortunately he did not reckon on my boxing skills and after receiving about four blows to my face and body something inside me snapped and within about a second after that he was completely incapacitated which allowed me to run off and telephone the police. What is interesting about this is that he has not been arrested for what myself the owner and the people who saw the trap feel was attempted murder!
Yep, don't do D.I.Y electricity!!!! And yep, glad to still be here [;D]

It is an injustice that brings me here, and an injustice that keeps me here. I am just trying to make the best of my situation after being through the worst experience of my life, I end up here! It's still not over.
Anyway on a lighter note, don't play with electricity, even if it seems very tempting sometimes!
My degree is in Conservation & Forest Eco-systems, I want to help the world not these psychopaths that the social system has abandoned! Funny that it almost sounds like an analogy of the world!
