Many universities do work on neural networks (see Edinburgh for example). Sometimes it will be geared towards hardware solutions but there will be some implemented in software, either as an end produdt or as a means of emulating the neural network prior to construction.

I think the initial euphoria regarding neural networks has died away in recent times because of the "training" difficulties and because of the rapid, and continuing, increase in power of conventional processing.
