Does anyone have a clue on how i can carry this act out? I happen to have access to crude oil in my vicinity.

Buy an mothballed refinery in Louisiana and move it where you want OR reactivate it and ship your oil to it.

But Shell is shutting down present refinery capacity in the Houston Area because of lack of supply.
