Title: Is there a height at which paper wouldn't fall to Earth?

I heard somewhere in the 39 years of my life that there is a part of the atmosphere, a certain height you get to, maybe the jet stream or something.

Is it the Mesosphere? Higher? Where is it in the atmosphere that if a single sheet of newspaper were to be let go that it would never fall back to Earth. Where it would just stay in orbit around the planet without falling back down? Is there such a thing?
