How about a part time job in a bar or a club.

Over a couple of months ago a girlfriend asked me to go to a continuing trivia night at a pub. You could have a table of how many you wanted. We went and over time added a few more friends. We met quite a few people who were on tables of two and invited them on to our table and now we have 10. Only 3 of whom were known prior to begining trivia. Not only now do we go to trivia once a month but out for meals etc.
Is there something near you that you can join, that is out of the ordinary? Where I live you can read these invites on pub walls, supermarket noticeboards and even at the local library.
I do agree with you about the gym's, I've been a member before and when you smile at somebody working out their expressions - are they straining or are they sneering. It can be quite uncomfortable if you can not work it out, so you stay clear.
Although happily married I can say these are how I met a few of my previous friends, both companions and mates.
Volunteering at a hospital (very cute doctors and nurses)
Taking the dog to obedience classes, good loyal friends (not just the dogs)
Swimming club (not only laps in fitness) but water sports, activities that forced you to team with others.
We have even contiplated answering an ad for couples/families who are looking for couples/families to combine social events. It's a bit stand offish, as you hope that is all they want but I have heard off others giving it a go and it being only friendship.
I'll let you know if we do try and the ad was for real nothing more.
Good luck in your search for partying. Ahh a Party! - Maybe throw a dinner date, cater for 4 or more friends all who have to bring a stranger to the table and build from there.

I joined the local country fire service here in Austalia (which is technically semi-suburban as I live in the city) - it is a very diverse group of people, and I have made some great new friends of all walks of life. With the added bonus that I feel like I am contributing to the community. maybe something like that?
