Almost always a reduction.

Isn't a lot of smelting taking an oxide and reacting it with carbon (or carbon monoxide).

Iron Oxide + Carbon --> Iron + Carbon Dioxide

As BC said, the Iron is reduced.  The Carbon is oxidized.
