It's not glue made from rats :¬) , it's glue to trap rats : think heavy-duty fly-paper* ...

I would think that you would do well with building something like a replica of the La Brea Tar Pits (http://en.wikipedia.org/wiki/La_Brea_Tar_Pits) in your back yard
You'll find many formulas for making paper-mache type glue, usually flour based, perhaps with some wall paper paste added, primarily to prevent decomposition.
Your issue with the sticky traps is finding something that will maintain its tackiness over time. Tar will maintain its stickiness over time, especially during the hot summer, but tends to eventually crust over. And your neighborhood rats may not choose to walk over it.
Are there volatiles in tar? Perhaps one could control the volatiles to prevent it from drying out or smelling.
Anyway, I'm thinking of "Kitchen Science" experiments of what kinds of things tend to make a sticky, gooey mess.
Syrups and Honey tend to be quite sticky. Honey has a problem that it will crystallize when it cools down. I believe both syrup and honey do have some water content, so evaporation still may be an issue. You may try something like a flour as a thickening agent.

Yes, I was wondering about my syrup and honey idea. It might make a good meal for the pests.
Your custard idea is interesting. Rather than making a sticky paper, one could make a small pan full of a substance that would maintain tacky properties, and the rat would be unable to extract itself out of.

How much effort are people going to put into torturing rats?
Why not just kill them quickly without going all "High tech"?

A very good "glue" trap for rats can be made by filling a shallow baking tray with a mixture of cornflour and cold water. Mix it to it.s semi-liquid state and set your bait in the middle as soon as the rats feet hit the mixture it becomes rock solid and inescapable.

The non-newtonian custard I mentioned above (http://www.thenakedscientists.com/forum/index.php?topic=46900.msg404804#msg404804) is cornflour,
( seems counter-productive to lay an edible trap though: it would be possible to nibble the edges without getting stuck ).

You’ll need:
Corn Syrup
Pan
Wooden spoon
Container to store the glue in (with air tight lid)
Take a bottle of corn syrup and pour it into the pan (notice how much the pan is filled when you pour it in and note where in the pan is just above half of that-60%)
Heat on medium heat, stirring, until it is approximately 60% of what you started with.
Pour it into the storage container
Use on mice/rat glue boards or other projects as needed.

Anyone who doesn't like dogs killing rats, should complain to the deity that created disease-carrying vermin and opportunist carnivores.
I was working with a vet a few years back. A woman brought in a very sad looking pigeon that she had just rescued from a sparrowhawk. The pigeon was beyond hope so a kindly nurse wrung its neck and said to the woman "so what is the hawk going to have for lunch now?"
