Gravitons are ghostly particles - effectively impossible to stop. As are photons at <0.001 Hz.
It is quite a leap to say that one ghostly particle will bounce away another ghostly particle, especially when they are oscillations of quite different fields.

There is another practical issue - to efficiently generate lots of photons at .001Hz requires an antenna around 150 Million km long (about the distance between Earth and Sun). That is one big spacecraft!

"Gravitons (https://en.wikipedia.org/wiki/Graviton)" are still considered a hypothetical particle with no proof they exist.

The interaction between two massive bodies still is not fully explained.

I don't believe there is a way to make a fully circular path of photons, although perhaps it could be achieved at the event horizon of a black hole.  However, there are many stars that are extremely luminous, but still behave with gravity, so the release of light alone is not sufficient to block gravity.

There is apparently optical levitation (https://en.wikipedia.org/wiki/Optical_levitation), and Optical Tweezers (https://en.wikipedia.org/wiki/Optical_tweezers)achieved by focusing a powerful laser on an extremely small object, but there is no evidence that it is anything exotic.  Does it work somewhat like aerodynamic levitation (https://en.wikipedia.org/wiki/Aerodynamic_levitation) with a ball and a blower?

Sounds like it could work but you can't build it, it's all based on things you can't actually make, like a photon shield, how do you make that? ELF waves? How did you get the idea that you could suspend light with radio waves?

The basic idea you have is something to the effect of a photon equivalent of an atoms electron cloud. Which would do what exactly? Some how stop gravity?
Because light has no mass, if you cover a ship in light it will loose its gravity? Makes no sense.

A photon is valid for E=m*c^2 for light and for gravity.

I have one question:
What do you think about Nikola Tesla and energy from the vacuum?
