I'm perfectly aware of synaptic latency; in fact that piece of science is over a hundred years old; by what on earth is a "neuroquantum system"?

My hypothesis is that synaptic latency is a quantum-like trigger (waveform)
for information transfer and neurocomputational modeling of cognition.
