This seems to be based on an old superstition popular in Russia.
I'm not aware of any scientific basis to support this idea, except where the surface is so cold that it would cause damage to any body part exposed to it. However, Russia is well known to be extremely cold in some geographical regions. Additionally, no one wants to sit on an extremely cold surface. We therefore need to consider the bigger picture: It's not the cold surface that is the problem, it's the cold everywhere that is the problem. Additionally there is something about the persons lifestyle that forces them to sit on a cold surface often - this could be that they regularly need to wait for a bus in the cold evenings.
It's not usually great for your health to sit still and wait in cold conditions, it may be better for you to walk around.
