For static electricity, nothing flows. It does not change with time, so I guess you could say that time is "passive", in this case. ::)
For electricity flowing through wires, what moves are electrons (plus ions, in lightning). The position of electrons and ions do change with time, so you can't say that time is "passive" in this case.
