I can't figure how to move files from my download directory to my computer when I connect them together through USB. I need help. How do I do this?

You might need a dedicated app for this - I have a feeling I had the same issue and needed some software to actually interface the device and drag the files off...

I'm clueless when it comes to tablet software. What was the name of the app you used? Where do I find it? How do I install it?

The problem is its the first thing I tried and it failed to work.

I used a NAS application that could see the contents of the android device and also link itself to a local / distant server. In this way I could shuttle files back and forth. In my case I have a synology box, so I used a synology app to do it, because it knows how to find the synology server easily on the LAN, or remotely.

I think you should check the USB cable connecting the two together some cables are only meant for charging while others have the two data lines crossed.
Bluetooth works OK for me but is rather complex I use it with Samsung New PC Studio software

An USB cable can be used to connect them , as for app ? transfer app ? i have not idea for it .

With the current windows 10 system you do not need any additional software if you have the correct cable your Galaxy appears as just another device like a drive

Maybe you need a driver.
