Can UVA and UVB rays pass through a wood ply roof with a bitumen felt covering?

No.

The roof itself would be regarded as "SPF50+".
However, light reflected off a lake, or coming in through open windows and doors would carry a small amount of UVA & UVB around the roof.

Almost anything you can't see through has an SPF of over 50. Usually a lot more than 50.
