I just read the article, "Female hormones Feminishing Fish." Some male species developed eggs because of the oestrogen in the water. Coule this be a reason for the decline in human male testosterone?

Yes, that is one of the theories.
But it doesn't have to be actual female hormones - there are other chemicals in the environment that have effects similar to hormones.

Would not a decline in human fertility be a good thing ? many of the environmental problems are due to there being too many of us.
